Mr. William Reche DeCarvalho is currently a Geographic Information Systems (GIS) Specialist with the Federal Emergency Management Agency (FEMA). He is a part of the Program Management Branch within, and supporting, the Mitigation Division in FEMA's Region II offices in New York.
Prior to joining FEMA, Mr. DeCarvalho supported the Air Force and Navy programs at Marstel-Day, LLC. His main role as a GIS Technician II was comprised of providing geospatial and research assistance in the creation of Installation Complex Encroachment Management Action Plans, and managing the geospatial analyses of the Navy’s Cultural Resources and the Air Force’s Opportunity Analysis (OA) portfolios. He conducted Compatible Land Use Strategy analyses to address potential resolution of encroachment challenges facing an installation and its local community by identifying: existing and potential encroachment issues, prospective local and regional partnership opportunities between the Air Force and external stakeholders, and management actions. Mr. DeCarvalho developed new program management mechanisms, was part of the OA Support Team, coordinated geospatial methodology with subcontractors, and performed quality assurance/quality control (QA/QC) on all geospatial deliverables.
Prior to joining Marstel-Day, Mr. DeCarvalho served as a GIS analyst/drafter at The Sanborn Map Company, Inc. in Pelham, NY, where he worked on georectification and drafting of New York City fire insurance and tax maps, and provided geospatial database management and QA/QC on statewide broadband mapping and land track digitization projects. Previously, he worked in Saudi Arabia as a research technician at King Abdullah University of Science and Technology's (KAUST) Coastal and Marine Resources Core Laboratory. During this time, Mr. DeCarvalho led the development and implementation of a biomonitoring program of KAUST coastal waters and provided support (geospatial analysis, logistical, and technical) on the 2010 KAUST Red Sea Expedition. Additionally, he introduced the implementation of GIS and remote sensing analysis into the development and analysis stages of a range of international and national collaborative research projects.
Mr. DeCarvalho graduated from Boston University with a BA in marine science, with minors in environmental science, earth sciences, and biology. At Boston University, he developed his passion for GIS through his integration of geospatial analysis in various marine research projects. He earned an MGIS from the University of Queensland, Australia. His thesis focused on implementing geospatial analysis in resistance surface generation in order to model landscape connectivity of koala distributions in South East Queensland, Australia.
