Overview
Encroachment (internal and external) can pose a serious challenge to the readiness and resiliency of any institution and its surrounding community. To identify and manage these encroachment challenges, the U.S. Air Force has mandated the establishment of a service-wide program, which includes the preparation of Installation Complex Encroachment Management Action Plans (ICEMAPs) for all Air Force and Joint bases. The development of an ICEMAP includes: a thorough literature review, internal and external interviews, and geospatial analysis to identify existing and potential encroachment issues within 13 key categories, prospective local and regional partnership opportunities, and key management actions. Examples of GIS products representing potential encroachment challenges and final deliverables from the ICEMAP process have been provided below.

As UAV usage globally increases, the extent to which UAVs act as an encroachment factor also grows. Incorporation of the U.S. Government Accountability Office's monitoring of UAV use to patrol each U.S. international border highlighted the level of encroachment from federal UAV deployment on Air Force installations along the Southwestern international border.
Local Watersheds in the Del Rio, Texas Region
Identifying watersheds and local water supply sites are key in determining the level of encroachment an installation may face currently or in the near future, particularly as drought conditions worsen.

Modelling the estimated annual water yield for local watersheds and high priority regions within the county provides insight into the potential level of competition for water resources that Val Verde County may face from surrounding communities.

A community brochure was developed as a publicly available summary of the findings of the ICEMAP focusing on the main issues that the installation may be facing.

In order to expand the reach of the community brochure, a demo story map version of the brochure was drafted for Laughlin AFB to determine the concepts feasibility.
